I don't think there has ever been a way to convert LrC catalogs to PSE catalogs. The best you can do is have LrC write the metadata to XMP files, and import the photos into PSE and see how much of that metadata shows up in PSE.

Is it possible to convert an LRC catalog on windows to Photoshop Element 2025?
If so, how?

You can import a Photoshop Elements catalog in LrC, but I'm pretty sure you cannot do it the other way round.
If you have the settings below checked, the edits will be written to the files, but you would then probably have to open all the files in Camera Raw in Elements, or maybe you could use Bridge. I have never used Elements, so I can't say for sure.
If the settings below are not checked, you will have to check them, then select all your files (All photographs in the Catalog panel), and go to Metadata > Save metadata to files (or press Ctrl + S). If you have a lot of photos, this will take some time.

Which brings up the question ... why would you want to change the LrC catalog to a PSE catalog anyway? The only reason I can think of is that you are planning to end your LrC subscription to save some money. But even when you end the LrC subscription, the Library Module in LrC still works 100% in perpetuity, you don't need a PSE catalog. You can import the photos into the LrC catalog, use the PSE editor, and then the edited images from the PSE editor will appear in your fully functional LrC Library Module.
But@gorobert55, do explain why you want to do this. It is always helpful to explain why you want to do something.

Simply because i had Photoshop Element for many years before and i recently tried LRC. For MY personnal use, i determined that Photoshop Element was more efficient for me. But after converting my catalog to LRC and updating many elements in the last few months, to go "back", with all the keywords and other references seem's not possible?.

Both@Per Berntsenand I have explained a workaround to do it, there may be some metadata that doesn't transfer, keywords should be fine.

The metadata that will not be written to XMP, and not transfer to Elements is
- Flags
- Virtual copies
- Collection membership
- Stacks
- Develop history
- Uncommitted location data
You should also be aware that Elements uses a version of the Camera Raw plugin that has less features than LrC, so some of your edits may not carry over.

The items listed will not transfer to elements. There is no guarantee that other metadata (which is stored in XMP) will be read properly by Elements, although I'm pretty sure keywords will transfer.
I believe that if LrC applies edits which are then written to XMP, these edits will appear in Elements, even if the Elements user interface does not allow the user to modify that particular edit. The restriction is on the interface, not on the underlying raw processor.

Raw files cannot be opened directly in Elements (or in Photoshop), they have to be processed through the Camera Raw plugin.
Rendered files (jpg, tiff, etc.) can be opened directly, but for edits from LrC to appear, they have to go through the Camera Raw plugin.
Going from LrC to Elements is highly unusual, and not a procedure that Adobe has catered for, so there will no doubt be some bumps in the road. Bridge (which can host the Camera Raw plugin) might come in handy for viewing metadata and seeing previews of images including edits from LrC.

I question -why the OP would want to take the backward step to Ps-Elements when the full Photoshop is available in the Photography Plan.
Considering that Ps-Elements has changed to a 3-yearly 'subscription' basis.
